What is the criteria for consideration of TSO (Tight Shut Off) Requirement for SDV or ESDV?

Ogpprocessing,

Safety issues!

In case of emergency shutdown any leakage through the ESDV or SDV may result in development of likely catastrophic conditions in its downstream.

I know about the importance. I did mean for which cases this TSO should be specified for ESDV/SDV?

I am wondering! You did want the reason, and i submitted it: Safety issues.

Anyway, almost all ESDV/SDV should have TSO characteristics.
