I understand the difference between tempered cooling water and chilled water . Ordinary cool could refer from water stored in a storage tank or a pond .
Others may have different opinion.

Refer the attachment for what a tempered cooling water system is all about when used as a cooling circuit for a cooler (heat exchanger).

Tempered water is water in the temperature range from 85°F (29°C) to 110°F (43°C). This system is preferred to be used when you have a 30 Deg.C difference between summer and winter cooling water temperatures as it will reduce OPEX (Cost of pump operation+Cost of Pump Maintability). Pumping cost of this system is reduced because the pump has to develop only the pressure loss across the heat exchanger which is usually much less than the pressure difference CW supply and return headers. The disadvantage of such system is that you need a pump for each heat exchanger.
