In general, are pulsation dampeners ever installed on discharge lines in services where an internal gear pump is taking suction from an atmospheric tank?

Based on my experience the pulsations tend to be quite low.

What if the discharge line were quite long, say 400m, and then tied into the suction line of another pump?

Is there some miscommunication on your part? Pulsation dampeners to my knowledge are installed on the discharge of diaphragm or piston type pumps to dampen the pulsations which are inherent to diaphragm and piston pumps. For rotary gear pumps there are practically no pulsations and I haven't seen any pulsation dampeners being installed again on the discharge side.

Maybe I have missed out something. Can you please clarify.

I totally agree with Ankur, Pulsation damper is usually used at the discharge line of plunger pump to compensate the pressure spike of successive strokes of the plungers.
