A distillation column, the overhead is protected by a safety valve which is set at 3 barg. When the cooler fails, the safety valve opens. When the safety valves opens, is the temperature the boiling point of the top product at 3 barg?

Well it should be. Although I'm curious about the actual concern for the question?

There are lots of methods used to analyze distillation column relief. It's not enough to ask about a single variable.

HI,

I am in agreement with Bobby.  Relief temperature in the event of Cooling failure may be the boiling point of the top product at relief pressure.  However, it is recommended to simulate the system at relief pressure, which will use reduced reboiler duty at relief.  This relief simulation will give you correct result in terms of exact relief rate and relief temperature required at relief pressure.

Thanks!
