Skimming in a tank is draining (or removing) the top, floating liquid fluid in a decanting operation.

One prime example is when one has an oil field product that is made up of two liquid phases - produced water and crude oil.  The desired crude oil can be "skimmed" if one allows the mixture to reside in a settling tank and allow the lighter, oil portion to float to the top of the heavier water layer.  The "skimming" is usually done by allowing the top fluid layer to spill over an internal weir within the same tank and into another compartment where it is drained out of the main decanter.
