My client want to use Natural Gas as instrument gas. In my view it is a recipe for disaster. Because we are keeping ignition source spark in the same place.

I have seen it done on wellhead platforms where installing instrument air compressors is impractical due to limited space available, increase in weight and due to limited number of actuators requiring IA.
Key is to ensure that gas is dew pointed so that no condensation takes place in distribution headers and actuators.
As for source of ignition, instrument signals are mostly inherently safe meaning that they do not have sufficient ignition energy to cause spark of sufficient strength to ignite natural gas.
You can discuss this further with your instrumentation engineer.
