Let Down Valve

hello friends..!!

I am new to process industry. In my industry I have seen that let down valve being used for reducing the pressure of steam to a desired pressure required in plant. I am a bit confused about its working. How can it reduce a pressure of 40kg/cm2 steam to 17kg/cm2.

And, such reduction in pressure is it in normal control valves also or only let down valves?

I have googled it but I am not getting satisfactory answers..! :(

A control valve, in general, is an orifice with variable area and be able to reduce the upstream pressure to any desired pressure by adjusting the area of flow passage through it with considering the limitations of choking, cavitation and flashing...

but don't you think there will be energy loss other than let down valves, which are used for controlling flow,level....Is there anything special about let down valves as compared to normal valves?
