In general about a tank farm:
Dyke capacity is the greatest volume of liquid that can be released from the largest tank. Net dike capacity can be calculated by deducting the volume of all enclosed tanks below height of dike wall, except for the largest tank, from gross volume of dyked area

I agree with Fallah but wish to add some refinements. In The Netherlands we apply a set of rules called PGS29-2008. In that, at regulation 5.3 pg23, you will see we do as Fallah suggests but then add 10% of the volume of all other tanks in the dyke - or - dependent on your license to operate, we add the specified volume of fire water possible in one hour. Also, adding to what Fallah suggests we add to the net dyke volume all volumes of things like pipes taking space in the bund, all constructions that might take up volume.
Further to the height of the dyke bund (wall) we add 25cm to cater for wind-blown waves + an amount for the expected dyke settling/sinking until the next inspection/measurement.
Dependent on local requirement you will come across a whole range of things to take into account; all dyke wall penetrations should be water proof, the dyke construction should be water tight, the base of the dyke should lie above the highest ground water level, it should be so strong and stable to withhold the maximum expected hydrostatic head for a long time, its degree of fire proofing corresponding with your worst-case fire scenario and so on.
There are no rules of thumb. There are uncertainties such as the criteria to gauge water-tightness.

I saw a single tank to be dike walled. The environmental engineer sized that the dike wall will be able to handle 110% capacity of that single tank plus maximum amount of expected rainfall.

I would not rely on any existing "standards" on the design and construction of containment dikes or berms for storage tanks. Here in Texas, as I imagine everywhere else, we have regulations by local authorities and the state that mandate the use, type, and design of these containment tools. And it is the local regulations that count because they can be the cause of confronting fines, jail - or both. Check with your local authorities.
