In an Engg. Procurement and Construction (EPC) project for the creation of a process plant, when is process simulation done? I mean whether it is done by Process Licensor or EPC contractor?

The simulation will often be done at each stage: Conceptual, FEED and EPC. It is in the best interest of all parties - the licensor, the EPC contractor and the owner to have a simulation of the project.
Most often, the simulation moves with the project. It is created in conceptual phase, modified in FEED and again in EPC. All the while, if the the owner of the plant is doing their due diligence, they will have the updated models at the end of each phase as a way to check the engineering companies.
The licensor should give the EPC at least a H&M balance for their portion of the work (I would ask for the model), which most often is enough for the EPC contractor or the owner to build a model.
All these details should be worked out at the beginning of the project and made clear to all parties.
