If the fan motors are variable speed drive, perhaps the meaning is to operate the fans while steadily reducing speed for a period of time before cutting the power to them. My guess is the writer of the sentence knew what he meant but was unable to communicate those thoughts clearly when he wrote the note. He may have known nothing about shutting down air cooler fans and decided to write something that sounded like he had knowledge in order to please his boss. Does anyone you know have a history with air cooler fans who might can suggest a reasonable way to shut them down?

Hi ,
Can you give us more information about the fan/motor ? capacity/Power ? How do you ramp up the motor to reach the full capacity ? Is there any specific equipment to increase the speed like VSD ?
note : is it an existing equipment ? If yes you may talk to the operation team and check their shut down procedure .
More details are needed to get an effective support !

Air cooler (incl. 4 bundles , each bundle has two motors) has VSD on motor for 50% of fan motors (only for two bundles)
There is temp. control (TIC) to control fan capacity.
Motor rated power 18.5 kW. This is a new design and new unit.

Note that the VFD are present on only two bundles out of four i.e. when you are trying to control the outlet temperature there is a possibility of uneven cooling, hence he may have written this note.
It is good idea to have 50% of motors on all the bundles to have VFD, but I guess someone is trying to save money in the project.

Take a chill pill. Both the answers posted by Latexman are quite straight forward and anyone should do that in the first place i.e. ask the person who has put that note on the P&ID or for that matter ask the Lincensor if it is coming from him. If you do not have access to the Licensor, then ask the Client, he will definitely have contact with the Licensor.
It is always good to hear from the horse's mouth, or else everyone is playing the guessing game, which in turn can be dangerous.

Hi,
It simply means: In the case of shutdown (local or total) or in most case of need to lesser cooling rate, to keep the temperature uniformity of the fluid insider the air cooler, the eight motors fans (4 bundles , each bundle has two motors) should be evenly shutdown...
