Open Tundish And Drain Design

Sir,

We have a Hydrocarbon storage tank of 12 mts heigh and 8 mtr dia having a 4"drain nozzle routed to an open square shaped cemented tundish TYPE-A of (L*B*H) = 0.5*0.5*0.3 which is above ground.This is used to drain water from tank.The tundish is having 4" drain pipe connected to underground oily sewer manhole.When we open the tank drain the tundish is overflowing to the bund area, however the tundish drain pipe is free from blockage.I seek following clarfications based on above mentioned STORAGE TANK dimensions

1. What is the design criteria of selecting the size of Open tundish L,B and H.?
2. What is the selection criteria of open tundish drain pipe size to oily water sewer?
3.What is the water draining rate from the tank and what is the design criteria of percentage drain valve opening ?

Any standards or spreadsheet or web site available.Request to provide me the details
