A liquid ring pump is basically a positive displacement pump where the liquid functions as the piston. The ingenious concept of having the impeller not on the same center line as the volute causes the liquid to move up and down relative to the impeller fins. I'm sure you will find some visual simulations on the web.

And this movement of the liquid causes the vacuum in the volute, right?
