Psv On Ko Drum With Flame Arrestor At Flare Vent Line

Hello,

 

I have a section VIII KO drum with no PSV on it. My understanding is that as long as there is no overpressure or there is vent line, the KO drum typically does not need a PSV on it. However, this KO vent to a flare stack. And along the vent line, there is a flame arrestor. Per API 14C, a flame arrestor is considered an obstruction, and a PSV should be installed on the KO drum. 

 

The problem I am facing is that API 14C is written for offshore facilities. We are not offshore. Is there any API equivalent for onshore? Should we consider PSV on this KO Drum? We have some BDVs with upstream pressure going up to 1200 psig, exceeding the KO drum MAWP.

1/ Please describe this flame arrestor

2/ Is the pressure in this PV self-limiting? Does this PV have records of "overpressure protection by system design" as per ASME XIII or relevant chapters in withdrawn issues of ASME VIII?

3/ Is this PV considered as a "dry vessel" as per API 521?

 

 

 Is there any API equivalent for onshore?  

 

No. ASME&API have no such
