A sprinkler system has closed sprinkler heads. The sprinkler heads can be activated by heat, e.g. by melting of frangible glass bulb. The frangible bulb is disposed between the body of the sprinkler head and a valve so as to maintain the valve in a closed state under normal conditions. When the sprinkler head is exposed to a predetermined elevated temperature, the frangible bulb expands to burst the bulb. This causes the valve to be opened so that a stream of a fire retardant fluid (e.g. water) rushes from the outlet of the body. So only activated heads will release water.

A water spray fixed system has open sprinkler heads. When the system is activated (e.g. by flame detectors, or by manual activation), water is send to the open sprinkler heads and all heads in that system will release water.

You will probably find the biggest difference is the location.
Sprinklers indoors eg offices workshops labs
Water spray outside eg tanks pipelines vessels process areas
